This “anti-terrorism” bill strengthens the security of storage and movement of certain dangerous goods. Persons whose job description includes the importing, handling, offering for transport or transporting dangerous goods will have to be issued security clearance by the Minister. For those who are unable or unwilling to take a background check will not be able to perform dangerous goods related tasks.
The regulation that will define certain dangerous goods has not yet been written. We can only assume that the definition will look at the concentration of the dangerous good, the size of shipment, and whether the end use of the product could include substances used for terrorism.
